The Institutional AI Opportunity

Investor market thesis | October 2026. The challenge is not whether AI can produce useful work; it is how institutions convert fast individual production into warranted, coordinated outcomes. The figures below describe the economic environments in which Runcible could operate, not established software addressable markets.

AI adoption is advancing faster than verified institutional returns.

In McKinsey’s 2026 global survey, 80% of respondents said AI improved their individual productivity, but only 37% attributed a positive organization-level EBIT effect to AI. These metrics measure different outcomes, and they do not mean 63% of projects failed. BCG’s September 2026 research finds that nearly half of companies are now capturing value from AI; the market is improving but retains substantial institutional execution and control gaps.

Why generating a good answer is not enough.

Coding and many scientific tasks benefit from established means of independently testing generated candidates: compilers, experiments, reproducible measurements, and execution. An institution must often construct the test itself. Has evidence been supplied? Are causal dependencies and relevant limits identified? Are obligations and affected interests accounted for? Does the proposed action satisfy both authority and practical requirements? Who will act, and how will the result be evaluated?

Fluent generation produces candidate work. Institutional value requires qualification, cooperation, authorization, action, and retained consequences.

Courts make the gap easy to see.

Courts have identified numerous filings containing nonexistent citations, erroneous quotations, and other AI-generated materials that the filer had not adequately verified. See Damien Charlotin’s AI Hallucination Cases Database and Reuters, October 23, 2026. A plausible legal argument is not established evidence, controlling authority, or a warranted conclusion. The database is a cumulative collection of reported cases, not a rate among all filings.

The same economic burden recurs throughout the economy.

Insurance: The U.S. property and casualty industry recorded approximately $251 billion in other underwriting expenses in 2025, a broad expense category that includes more than qualification or claims adjudication. Insurance Information Institute, from NAIC/S&P data. Relevant work includes claims, exceptions, coverage obligations, causal disputes, and settlement.

Healthcare: U.S. national health expenditure reached $5.3 trillion in 2024. Only a fraction is administrative and qualification work; the total establishes sector scale, not Runcible’s market. CMS National Health Expenditure. Relevant work includes medical necessity, documentation, benefits, authorization, and reconciliation of obligations.

Financial compliance: A commissioned study estimated $61 billion in annual financial-crime compliance costs across the United States and Canada in 2024. LexisNexis Risk Solutions. Institutional work includes evidence review, risk exceptions, policies, escalation, and audit.

Federal government: U.S. contract obligations were approximately $793 billion in fiscal year 2025. GAO. Procurement, eligibility, administration, program oversight, and dispute resolution require evidence, authority, and continuing records; the full procurement figure is not a software market.

State and local government: Total expenditures reached approximately $4.52 trillion in 2025. BEA via Federal Reserve Bank of St. Louis. These include wide-ranging public services and transfers, not merely addressable administrative work.

Legal services, contracts, and enterprise operations: Recurring matters involve assertions, evidence, counterparties, competing interests, affected resources, authority, adjudication and remedies. These create candidate entry points for measurement rather than a single universal product purchase.

What these large numbers do—and do not—mean.

These expense totals overlap, cover different countries and years, and contain much spending unrelated to our proposed offering. They cannot be summed into a defensible total addressable market. The revenue case is built bottom-up: (1) count recurring high-value matters, (2) identify present cost and consequences, (3) measure the improvement over current practice, (4) establish the willingness to pay, (5) subtract implementation, review, inference, and support costs, and (6) demonstrate repeatable deployment.

Runcible and Oversing address different parts of the constraint.

Runcible AI applies constructive examinations to information, claims, proposals, obligations and remedies. Its intended result is an inspectable account of what is supported, what fails, what remains unresolved, and which alternatives can be warranted. Oversing connects the qualified matter to institutional participants, objectives, responsibilities, resources, authorizations, workflows and memory.

The distinctive hypothesis is that formalized, externally controlled epistemic execution improves on simply asking a foundation model to behave cautiously. That hypothesis must be demonstrated using the same model under controlled comparisons, with independently checked evidence and cost accounting.

How the commercial opportunity becomes revenue.

The first offering should improve a bounded, consequential, recurring institutional process with a measurable baseline and an accountable buyer. Revenue may then come from implementation, continuing platform access, usage, and specialist partner distribution. Standalone licensing of Runcible AI is a separate potential channel. Pricing, retention, margin, and growth remain hypotheses pending real customer evidence.

The company has working assets—and explicit validation milestones.

Runcible’s current capability statement documents an operating early-stage protocol runtime, a substantial institutional software application, and one reported integrated deployment. Non-bypassable semantic execution, independent performance, generalization, reliable enterprise delivery, and measured customer economics remain active work. These distinctions are central to the proposed financing and its milestones.
